d615670f69 Increase Render Range for monster
Lowering this before had the unintended effect of Withers no longer displaying their boss bar far enough, since they weren't being rendered at that distance.

41fc6fbb7d Reduce hard spawning range
Currently the hard spawning range is way too high, causing all kinds of
wacky mob clusters and going way over the mob limits.
